Block walls normally go up in 200mm steps, which is a problem when you need to finish at a height that isn't a neat multiple - matching an existing wall, meeting a sill, or stepping a retaining wall down a slope. Half-height blocks are full length but only 90mm tall, so they let you land on the exact height you want without cutting blocks. They're also handy as a feature band or a lighter top course.
