When a wall has tall vertical reinforcing bars already standing up out of the footing, you can't lift a normal block over the top of them. The H block is open at both ends so you slide it in from the side, around the steel. It also leaves the cores completely clear, which means the concrete fill flows through without trapping air pockets. It's the standard choice for heavily reinforced retaining walls and engineered blockwork.
