H blocks are what you use on a reinforced wall where vertical steel is already sticking up out of the footing. Because both ends are open, the bricklayer slides the block in sideways around the bar rather than lifting it over the top - which matters enormously once the bars are chest height. They also leave a clean, uninterrupted vertical core so grout flows right down to the footing without voids. If your engineer has specified vertical reinforcement in a retaining or boundary wall, this is the block for it.
